The accused have been identified as Kektum Taipodia and Duri Taju of Bali village, Jummik Riba of Likabali and Yomjum Nguba of Saloni village who have been reportedly demanding money to the tune of 50,000 to 1 Lac rupees since the month of July.
According to OC PS Likabali, T Kaye, the police team along with IRBN personnel had ambushed Kektum Taipodia's house at Bali village last night. Subsequently, he was arrested at about 11 am today.

Govt. orders magisterial enquiry into APPSCCE paper leak
Commission serves show cause notice to officers concern
ITANAGAR, Sept 18: Government of Arunachal Pradesh has instituted a Magisterial Enquiry into the allegations of leakage of General Studies question paper of the APPSCCE (Mains) 2014 conducted by the APPSC, according to an official release.
Hento Karga, EAC, Naharlagun has been nominated to conduct the Magisterial enquiry and submit the report within a period of 2 (two) weeks to the Govt, the release said.
Meanwhile, Arunachal Pradesh Public Service Commission (APPSC) in its release today informed that the Commission had approached the competent authority to institute a magisterial inquiry into the 'serious charges' leveled against the Commission so as to enable the truth to surface in an impartial and unprejudiced manner and thereafter law will take its own course.
The Commission on its own swung into action and issued show cause notice to the concerned officers to render explanation as to how the General Studies Paper in question was leaked out of the Commission's confidential / strong room. The explanation to the effect has been sought within a period of seven days to substantiate negligence and dereliction of duty, the release said.
"One of the major hurdles faced by the Commission, though an internal affair, pertains to irregular postings of secretaries in the Commission. The classic example of the past three years may be a case in point. Nine Secretaries have come in and out of the Commission with an average tenure of four months each and in one case as little as two days only. Such elements have also contributed to the handicapped impediment of the Commission in its effective functioning. The Commission is of course left to fend for itself for all the ills associated, leave alone appreciation. At times pondering upon the predicament that we are in, many a times the Commission has felt that due attention and assistance even by way of manpower / computer technician to introduce online application system etc, which the Commission deserves has been lacking to say the least."

To resolve this unfortunate disruption and to clear apprehension among aspiring candidates the Commission has further sought the deputation to the Commission of a State Cadre Officer since the commission is short staffed, for smooth functioning of Commission.
Depending on the time and length of enquiry the Commission hoped that the APPSCCE (Main) Examination can be held by November this year, the release added.
Public hearing for Hollongi Green Field Airport concludes
ITANAGAR, Sept 18: The public hearing for the proposed green field airport project at Hollongi was held on 15th and 17th September at Yupia and Kokila respectively. Hearing was organized by the Papum Pare district administration. On 15th the public hearing for indigenous tribal land affected citizens was held at Yupia. Around 200 claims and objections came up which was disposed off accordingly after rounds of clarification and verification.
On 17th, the hearing for Chakma land affected was held at Chakma Mandir, block no. 2, Kokila. Papum Pare deputy commissioner Tai Kaye, DLRSO Techi Hitler, ZPM Tana Puna, Green Field Land Affected members and large number of affected Chakma families attended the hearing. Chakma land affected people while welcoming the airport project, appealed to the government of Arunachal to treat their situation on humanitarian ground. They raised some concerns which was duly addressed and clarified by Papum Pare DC and DLRSO.
DC Tai Kaye praised Chakma affected families for extending cooperation to the project and assured that whatever grievances they have placed will be forwarded to the ministry of civil aviation for consideration. Meanwhile DLRSO Techi Hitler informed that within next one month the final notification for land acquisition will be issued by the state government. "After that, all the relevant documents will be sent to ministry of civil aviation. With this, the role of state government ends. Now its upto ministry of civil aviation to go forward," stated DLRSO.
APCTA takes out protest rally, demands action against culprits
ITANAGAR, Sept 18: Taking serious note of the unfortunate incident that had taken place on the evening of Sept 14 after the declaration of the Students' Union Election, Dera Natung Government College here, Arunachal Pradesh College Teachers' Association (APCTA) took out a peaceful protest rally yesterday from DNGC campus to the office of the Directorate of Higher and Technical Education.
Miscreants had reportedly set on fire the personal vehicle of an Assistant Professor on Sept 14 while the professor was on Students' Union election duty.
While condemning the repeated assault on teaching fraternity by few unbecoming students, APCTA along with all the unit members of DNGC Itanagar submitted a memorandum to the director of higher and technical education, Education Minister for initiation of immediate necessary actions.

Three arrested in wine shop attack case

ZIRO, Sept 18: In a major breakthrough, Ziro police has finally arrested all the
three culprits involved in the attack and looting of Joram Wine shop on June 19 evening,
where a salesman was grievously injured after being stabbed with a knife. In a press
conference held in his office chamber today, Lower Subansiri Superintendent of Police
Tumme Amo disclosed that accused involved in 19 June incident have been identified
as Dare Gungtey, age 25 from Parsi-
Giving details of the operation launched to nab the accused, SP stated, "By extracting pictures from CCTV footage, the images/photos of the three unknown accused were forwarded to all the OCs/Police Stations of Kurung Kumey, Upper Subansiri and Papum Pare districts with a request to identify and arrest them, if found. In spite of wide publicity, the accused could not be identified from the photos. So, the CCTV footage video and other images were viewed again at my office on 9/9/2014 to find some more clues as to the language, accent, vehicles used, or any distinct items carried or used by the accused from which their identities could be established."
Further he added, "From the CCTV footage, it was also found that the accused came
to the spot (Joram Wine Shop) by a white colour Tata Sumo without number plate on
the backside and the number plate on the front was also not visible. With this finding,
the investigation officer enquired all the Tata Sumo owners and the drivers of the
area but none could identify it. Thereafter, the vehicle entry/movement register
of Yazali PS was called in and examined. As per the record, one Tata Sumo bearing

On June 19, the day the crime took place, the vehicle had came to Ziro from Itanagar
but from June 22 onwards, it was plying between Itanagar and Koloriang/Palin instead
of Ziro. On suspect, the driver of the vehicle was interrogated who told that he
was a new driver and the owner stays at Itanagar. Immediately, SP along with the
IO T. Messar, went to Itanagar on September 13 and the owner of the vehicle was interrogated
who stated that he had bought the vehicle very recently from one Dare Gungtey of

found to be one of the three accused. He was immediately arrested and brought to

It is pertinent to mention here that, on June 19 evening the accused had attacked Joram Wine Shop and stabbed the salesman. In spite of the fact that the images of the culprits were captured in CCTV footage installed in wine shop, police could not identify because of which it took long three months time to arrest the culprits.

District level orientation & sensitization training held
ROING, Sept 18: District Rural Development Agency of Lower Dibang Valley District conducted a District Level Orientation & Sensitization Training for Watershed cum Data Centre, Watershed Development Team, Watershed Committee, Self Help Groups and User Groups on Implementation of Integrated Watershed Management Programmes at Roing today.
Deputy Commissioner cum Chief Executive Officer, DRDA Roing Shiv Kumar in his speech has asked the members present and the implementing agencies to implement the IWMP for the betterment of the entire area and to work for common interest of the people. He further asked the implementing agencies to ensure quality of work under the scheme and to bring desirable results in the area.
Project Director DRDA, Tage Tado informed that the main objectives of the programme is to sensitize the people on IWMP Implementation, to explain the functions of different institutions or functionaries like WCDC, PIA, WDT, WC, SHG & User Groups and also about the different types of works that can be taken up under IWMP in agriculture, engineer, livestock, fishery sectors and basic requirements like approach road, repairing of school, etc on need based basis.
Resource person, Dr Rakesh Srivastava, Deputy Director, SIRD, Itanagar dealt in detail on various aspects of the IWMP Implementation through power point presentation. Highlighting about the new guiding principle of IWMP, he informed that the Watershed Works should promote livelihoods in a sustainable manner with increased returns to ensure "Quality of Life". It further aims to strengthen the asset base of the poor and hence asset base of the poor are given top priority in the project to develop equity. The project is also gender sensitive and therefore postulate a women centric approach by increasing access to livelihood, avenues such as skill development, credits, livelihood based information with increased representation of women. He further informed that in the revised guidelines, the role of Gram Sabha has become central to promote decentralization and the Gram Sabha has been projected as the nodal body for mandating involvement of community based organizations and hence, all project activities need due endorsement of Gram Sabha. The new revised guidelines has also emphasised on Capacity Building, Technology Inputs, Monitoring, Evaluation & Learning and also on Organizational Restructuring, he added.

The Governor urged the DoNER Secretary to give special emphasis to the state owing to its scattered population and vastness. He added that as Arunachal Pradesh is a Frontier State of our country with 1680 km length of International boundary with three different countries, special care should be taken to provide better road connectivity. The Governor also emphasized on providing required impetus from the DoNER ministry in the heath and education sectors.
During the meeting, the Governor discussed in length on the tremendous potential of the state in hydropower sector and stressed on harnessing it.

Training prog for tourism service providers conducted
TAWANG, Sept 18: A day long orientation training programme on capacity building and skill development for tourism service providers was conducted on Sept 15 at Tawang by the District Tourism office. The programme was sponsored under the BADP scheme.
Encouraging promotion of the Home stay concept as an added feature to the already thriving tourism industry in the district, Deputy Commissioner Abishek Dev said that provisions for loans under PMEGP scheme have been made available for Home stay and Tourist Information Center projects too for the unemployed youths of the district. Though Tawang has created a niche for itself in the tourism sector in the state, a lot remains, he opined. The potentialities bestowed by Mother Nature needs to be exploited and promoted but without disturbing the natural ambience, he said.
Impressing on the need for safety, security, quality service, authenticity and fair dealings with the tourists, DC Dev said that tourism of a place mainly depends and thrives on the service providers. Hence, the services provided speak volumes and directly relates to the flow of tourists. Therefore, every possible effort should be made not only by the stakeholders but also by all the people of the district, he said.

VKAJ conducts medical camps in Changlang
ITANAGAR, Sept 18: The second phase of the medical camp was conducted by the mobile medical team of Vivekananda Kendra at Chingsa village and New Khimiyong village on Sept 14 and 15 respectively in Changlang district. At Chingsa village, 56 patients were examined and medicines distributed. While at New Khimiyong village, 65 patients were benefited. Most of the patients were suffering from viral fever, water borne diseases and various skin ailments.
The team visited the primary schools of Chingsa and Upper Bubang. 31 students were given medicines for worm infections. Multivitamins were provided to some malnourished students. The Doctor advised the students to follow healthy lifestyle and maintain personal hygiene.
Earlier, the mobile team had organized medical camp for the students of Shree Rang Frah Vidya Niketan, Changlang on Sept 6. This was followed by medical camps at Yanman, Upper Bubang, Chingsa, Sohelaktong and Bubang villages of Khimiyong and Kantang circles from Sept 7 to 11. A total of 508 patients were treated by doctors and free medicines were distributed.

Through the columns of your esteemed daily, I would like to raise my voice against the mindless act of the self proclaimed Talent Hunter – Arunachal Pradesh Public Service Commission. Watching hundreds of angry aspirants shouting slogans against the Commission while marching towards Raj Bhawan on 16th September made my heart bleed for them.
I could understand the sacrifices and pains they have endured to write this exam,
betrayed by gross negligence/corruptions-
It could perhaps be just the tip of the iceberg of corruptions going on in the Commission’s office. I hope the people first government would take to task all those who were responsible for loss of trust in the commission and at same time will take required steps to reinstall the lost glory of controversy ridden Commission. Indeed, harsh action is needed to be taken to regain the prestige and the trust on the commission.
Further, going through the routine of this controversial main exam, it is observed
that aspirants having subject combinations like Botany-
Even exams in Lower Primary level these days, have gaps in their exam routine or atleast one paper in a day while APCS aspirants with the above combination were to deal with 8 papers @ two papers in a day in just 4 days. Its’ hard to understand the rationality behind this exam routine.
The million dollar question however now is how will the Arunachal Pradesh Public Commission salvage its lost pride and regain the public trust? will they wash their dirty linen in the name of their own inquiry commission whose report may be in the form of a face saving measure rather than an impartial inquiry? Anyway, let’s hope that the inquiry Commission would be brave enough to call a spade a spade and not hide the weaknesses of the Commission. Hope APPSC would try their best not to let an iota of doubt creep into the mind of the aspirants and the public at large about the way APPSC main exam 2014 was/ will be conducted.

No more faith in APPSC
Dear Editor,
The never ending, most controversial and the lengthiest ever civil services examination in the history of Arunachal Pradesh is moving towards an undefined destination which has shattered the dreams of hundreds of aspirants.
When we had lost our faith in the entire machinery of the state government, the APPSC was the only hope for us. But we have lost our faith in the commission too due to its repeated controversies and mistakes committed time and again in the recent past, the most recent being the alleged leakage of general studies paper II of the mains of APPSCCE 2014.
Since the commission has completely lost its dignity and prestige, the commission members have no right to continue and they should resign from their respective posts on moral ground. They have no right to spoil the life of hundreds of aspirants who toiled day and night to achieve their dreams; they have no right to let the poor parents spend their hard earned money this way.
We have lost our precious time for this coveted examination leaving aside every other things of the life. Many aspirants have left their jobs, a many more have left their further studies, and many employees have utilized all their leave facilities for this examination. We have suffered enough just because of the mere negligence and inefficiency of the commission, the best example being the ongoing examination.
The extension of the exam date has become a daily routine for the commission, without
bothering about the precious time of the candidates. This controversial examination
was notified in February 2013 and the prelims was scheduled to be held in the month
of April-
However, the commission didn’t seem to be satisfied with all its past mistakes and
its final manifestation is the alleged leakage of general studies paper-
We appeal the state government and civil society to stand with the aggrieved candidates so that the future of our state is safe and secured from the hand of corrupted people. If the society remains silent at this movement, the future of our young generations will go into unsafe hands. The government should immediately constitute an independent and high level enquiry committee to investigate and find out the truth. Till the outcome of the report, all the responsible members and officials involved in this case should be immediately suspended.

APPSCCE: a tragic scenario for the aspirant
Dear Editor,
I am one of the candidates sitting for the current APPSC examination. Like others, I have dedicated my whole time, money and energy to get through this examination. But the recent allegation of paper leakage by the APPSC has created havoc among the aspirant candidates and the younger generation of the state.
APPSC is the one sole body responsible for conducting many important examinations in the state but the office seem to be irresponsible in their duty which has compelled the candidates to boycott and fight against the prestigious institution. While taking part in the recent boycott held on 16th September 2014, I have seen many of my fellow mates getting upset and disheartened by the whole exercise. This kind of circumstances has created traumatic agony in one’s mind which completely kills the zeal and confidence in an individual.
The APPCS question paper leakage is a very serious issue and this should not be overlooked by the government of the state. How can a paper be so easily accessible to some candidates? Obviously there is a foul play within the Commission.
Being an educated citizen, I had full trust in democracy and had immense faith in the APPSC, but the recent allegation of paper leakage has proven me wrong!
I have a big dream to get through the exam and serve the society with my utmost dedication and sincerity. But now I have become insecure and my confidence level has gone down drastically.
I strongly condemn the irresponsibility of the APPSC regarding the recent issue and have firm belief that if the concerned authorities are unable to take proper responsibility of the prestigious institution, they should willingly resign from their respective post.
The youths of the state today demand change, a change for better Arunachal.
I wonder how long it will take to regain the lost trust on APPCS.

The recent news of question paper leakage of APPSCE mains has put a question on every students and parents mind. Is this state only meant for rich and corrupt people? We are very well aware that in every department there is corruption during recruitment.
One last door was the APPSC but now even it seems like it is for select few. All board members should resign on moral grounds.

Standoff continues
Tension persisted in Chumar area in northeast Ladakh where Chinese troops were reported to have stepped up their presence in the early hours of Thursday, camping at three places in Indian Territory and refusing to vacate the area. Official sources said helicopters regularly air dropped food packets for the Chinese People's Liberation Army (PLA) personnel numbering around 600 at the three areas in Chumar, 300 km east of Leh.
This incident is happening at a time when President Xi Jinping is on the official visit to India. Since his arrival, president Xi and PM Modi is engaged in wide range of discussion. The incursion incident is spoiling what could have been a successful visit by the Chinese president. It is believed that in the last two days, twice PM Modi raised the incursion issue with the visiting Chinese president. However situation is only turning grim at Chumar sector. If the situation remains same in coming days, it has potential to escalate with both sides reported to be mobilizing the force. The Chinese leadership should instill some sense to the Peoples Liberation Army before it’s too late. The two nuclear armed neighbour cannot afford to remain in such hostile atmosphere.
