Police arrest extortionists claiming to be members of NLCT

ITANAGAR, Sept 18: Likabali Police have arrested four people claiming themselves to be members of National Liberation Council of Taniland (NLCT) on the charges of extorting non-APST government staffs.

The accused have been identified as Kektum Taipodia and Duri Taju of Bali village, Jummik Riba of Likabali and Yomjum Nguba of Saloni village who have been reportedly demanding money to the tune of 50,000 to 1 Lac rupees since the month of July.

According to OC PS Likabali, T Kaye, the police team along with IRBN personnel had ambushed Kektum Taipodia's house at Bali village last night. Subsequently,  he was arrested at about 11 am today.

"We were informed that Kektum comes home daily for only 1-2 hours, so we had planned accordingly," said OC Kaye.

Kektum had fired three rounds from his 1.65mm pistol when he saw that he was being ambushed by the police.

Duri Taju and Yomjum Nguba were arrested last night while Jummuk Nguba was arrested today from Likabali.

A case has been registered with Likabali Police Station (no.14/14) U/s 384/387/506/34 IPC read with 25 1B Arms Act.

 

 

NE citizens ousted to prevent ‘untoward incidents’ during President Xi Jinping’s visit

ITANAGAR, Sept 18: In a major embarrassment to Narendra Modi government, the Ahmedabad Mirror newspaper today reported that in a bid to prevent any "untoward incidents" during President Xi Jinping's visit, the Gujarat police asked the hotel where the Chinese president would be staying, to keep its staff from the north-east away from the venue. The aim, as per the report, was to prevent any anti-China protest with respect to Tibet.

"They have asked the management to communicate verbally with its north-eastern staff and those from Tibet and ask them to stay away from the venue. In order to avoid any conflict the police have asked the north-eastern and Tibetan staff at Hyatt hotel and AlphaOne Mall to stay away from the main venue where the function will take place," the report says quoting sources.

This step has been widely criticized with citizens taking to social networking sites to blast the move. "It's a racist move," wrote one citizen in Facebook.

Meanwhile Arunachal Pradesh Congress Committee (APCC) has reacted strongly to the report and stated that Modi's promised "Achhe Din" is not for the people of North East region.  

"The move is really very unfortunate. The attitude of Modi government and their policy of bargaining with China to set up mega industrial park at Gujarat at the cost of North East is very shameful and highly condemnable. NDA and Gujarat Government is answerable for discrimination towards the people of North East region. Since NDA took over, the people of North East region are facing high case of step motherly attitude in various parts of the country with maximum reported from Delhi," APCC stated in a release. Further they added, "During the last general election campaigning, PM Modi had termed the issuing of stapled visa to people of Arunachal by China, a gross violation of international norms. He also advocated the same during his election rallies in Arunachal. It is very surprising to know that the same issue did not figure in his bilateral talk with Chinese president."

Govt. orders magisterial enquiry into APPSCCE paper leak

Commission serves show cause notice to officers concern

ITANAGAR, Sept 18: Government of Arunachal Pradesh has instituted a Magisterial Enquiry into the allegations of leakage of General Studies question paper of the APPSCCE (Mains) 2014 conducted by the APPSC, according to an official release.

Hento Karga, EAC, Naharlagun has been nominated to conduct the Magisterial enquiry and submit the report within a period of 2 (two) weeks to the Govt, the release said.

Meanwhile, Arunachal Pradesh Public Service Commission (APPSC)  in its release today informed that  the Commission had approached the competent authority to institute a magisterial inquiry into the 'serious  charges' leveled against the Commission so as to enable the truth to surface in an impartial  and unprejudiced manner and thereafter law will take its own course.

The Commission on its own  swung into action and issued show cause notice to the concerned officers to render explanation as to how the General Studies Paper in question was leaked out of the Commission's confidential / strong room. The explanation to the effect has been sought within a period of seven days to substantiate negligence and dereliction of duty, the release said.

"One of the major hurdles faced by the Commission, though an internal affair, pertains to irregular postings of secretaries in the Commission. The classic example of the past three years may be a case in point. Nine Secretaries have come in and out of the Commission with an average tenure of four months each and in one case as little as two days only. Such elements have also contributed to the handicapped impediment of the Commission in its effective functioning. The Commission is of course left to fend for itself for all the ills associated, leave alone appreciation. At times pondering upon the predicament that we are in, many a times the Commission has felt that due attention and assistance even by way of manpower / computer technician to introduce online application system etc, which the Commission deserves has been lacking to say the least."

The release further said that the Civil Service examination (Main) had to be deferred this time since some candidates protested near the main gate of the Commission despite assurance that the General Study Paper-ll would be re-conducted if allegations were found true. The atmosphere on 16th September was not conducive for conduct of examinations by Commission, it added.

To resolve this unfortunate disruption and to clear apprehension among aspiring candidates the Commission has further sought the deputation to the Commission of a State Cadre Officer since the commission is short staffed, for smooth functioning of Commission.

Depending on the time and length of enquiry the Commission hoped that the APPSCCE (Main) Examination can be held by November this year, the release added.

 

 

Public hearing for Hollongi Green Field Airport concludes

ITANAGAR, Sept 18: The public hearing for the proposed green field airport project at Hollongi was held on 15th and 17th September at Yupia and Kokila respectively. Hearing was organized by the Papum Pare district administration. On 15th the public hearing for indigenous tribal land affected citizens was held at Yupia. Around 200 claims and objections came up which was disposed off accordingly after rounds of clarification and verification.

On 17th, the hearing for Chakma land affected was held at Chakma Mandir, block no. 2, Kokila. Papum Pare deputy commissioner Tai Kaye, DLRSO Techi Hitler, ZPM Tana Puna, Green Field Land Affected members and large number of affected Chakma families attended the hearing. Chakma land affected people while welcoming the airport project, appealed to the government of Arunachal to treat their situation on humanitarian ground. They raised some concerns which was duly addressed and clarified by Papum Pare DC and DLRSO.

DC Tai Kaye praised Chakma affected families for extending cooperation to the project and assured that whatever grievances they have placed will be forwarded to the ministry of civil aviation for consideration.   Meanwhile DLRSO Techi Hitler informed that within next one month the final notification for land acquisition will be issued by the state government. "After that, all the relevant documents will be sent to ministry of civil aviation.  With this, the role of state government ends. Now its upto ministry of civil aviation to go forward," stated DLRSO.

 

 

APCTA takes out protest rally, demands action against culprits

ITANAGAR, Sept 18: Taking serious note of the unfortunate incident that had taken place on the evening of Sept 14 after the declaration of the Students' Union Election, Dera Natung Government College here, Arunachal Pradesh College Teachers' Association (APCTA) took out a peaceful protest rally yesterday from DNGC campus to the office of the Directorate of Higher and Technical Education.

Miscreants had reportedly set on fire the personal vehicle of an Assistant Professor on Sept 14 while the professor was on Students' Union election duty.

While condemning the repeated assault on teaching fraternity by few unbecoming students, APCTA along with all the unit members of DNGC Itanagar submitted a memorandum to the director of higher and technical education, Education Minister for initiation of immediate necessary actions.

In its six-point memorandum, the APCTA demanded full compensation against the loss of personal vehicle which was put on fire by the miscreants, immediate arrest of the culprits, rustication of the culprits from the college with immediate effect and provision of adequate security measures especially to the teaching faculty involved in the Students' Union Election process.

The memorandum further appealed to the authority to find a long term solution to the recurring problems with alternative mechanism for conduct of College Students' Union election without involving college teachers and to promulgate uniform rules and regulations for the conduct of students' election in Colleges in the entire state.

Demanding prompt action for solution to their grievances within 48 hours, the APCTA threatened to continue its peaceful agitation in phase manner till the genuine demands are redressed.

 

 

Three arrested in wine shop attack case

ZIRO, Sept 18: In a major breakthrough, Ziro police has finally arrested all the three culprits involved in the attack and looting of Joram Wine shop on June 19 evening, where a salesman was grievously injured after being stabbed with a knife. In a press conference held in his office chamber today, Lower Subansiri Superintendent of Police Tumme Amo disclosed that accused involved in 19 June incident have been identified as Dare Gungtey, age 25 from Parsi-Parlo under Kurung Kumey district, Dani Takar and Nada Obing both 19 years old of Hija village Ziro under Lower Subansiri district.

Giving details of the operation launched to nab the accused, SP stated, "By extracting pictures from CCTV footage, the images/photos of the three unknown accused were forwarded to all the OCs/Police Stations of Kurung Kumey, Upper Subansiri and Papum Pare districts with a request to identify and arrest them, if found. In spite of wide publicity, the accused could not be identified from the photos. So, the CCTV footage video and other images were viewed again at my office on 9/9/2014 to find some more clues as to the language, accent, vehicles used, or any distinct items carried or used by the accused from which their identities could be established."

Further he added, "From the CCTV footage, it was also found that the accused came to the spot (Joram Wine Shop) by a white colour Tata Sumo without number plate on the backside and the number plate on the front was also not visible. With this finding, the investigation officer enquired all the Tata Sumo owners and the drivers of the area but none could identify it. Thereafter, the vehicle entry/movement register of Yazali PS was called in and examined. As per the record, one Tata Sumo bearing Regd No AS-07-0711 have changed its route from the time of incident."

On June 19, the day the crime took place, the vehicle had came to Ziro from Itanagar but from June 22 onwards, it was plying between Itanagar and Koloriang/Palin instead of Ziro. On suspect, the driver of the vehicle was interrogated who told that he was a new driver and the owner stays at Itanagar. Immediately, SP along with the IO T. Messar, went to Itanagar on September 13 and the owner of the vehicle was interrogated who stated that he had bought the vehicle very recently from one Dare Gungtey of Parsi-Parlo under Kurung Kumey district.

Then Gungtey, who resembles with the image captured from CCTV, was interrogated and found to be one of the three accused. He was immediately arrested and brought to PS Ziro on September 16 and the remaining two accused Dani Takar aged 19 and Nada Obing aged 19, both from Hija village, Ziro when identified and cornered have surrendered before the SP Ziro at his office on September 17 and later they were arrested. As all the three accused have confessed their involvement in the crime, they will be charge-sheeted within this month, SP added.

Some of the activists who took part in dharna and shutter down strike organized by the business community of Hapoli market under the banner of Hapoli Market Traders Association (HMTA) already knew the culprits involved in the incident but did not disclose it to police, SP noted and expressed his dissatisfaction over such non-cooperation of public, he appealed civil societies of the district to cooperate the police to get them into work for the people and their safety.

A team of Hapoli Market Traders Association (HMTA) lead by its president Yomdo Tadu and Secretary Dusu Tamang who were also present in the press conference thanked DC Ziro, SP Ziro, T. Mingki OC PS, SI T. Messar IO and their forces for successfully arresting the culprits involved in June 19 incident. While keeping their commitment to reward Rs. 25000 to the informer which would led to arrest of the culprits, the HMTA has today handed over the cash reward to SP Ziro saying that all effort of police force only lead to arrest of the trio.

It is pertinent to mention here that, on June 19 evening the accused had attacked Joram Wine Shop and stabbed the salesman. In spite of the fact that the images of the culprits were captured in CCTV footage installed in wine shop, police could not identify because of which it took long three months time to arrest the culprits.

 

 

Gadi calls on Rijiju, seeks fund for road renovation

ITANAGAR, Sep 18: With resource-poor Arunachal Pradesh facing fund crisis in restoring the road connectivity severely damaged by the monsoon flood flurry, PWD Minister Gojen Gadi called on Union Minister for State for Home Affairs Kiren Rijiju in his New Delhi office today to seek his help for immediate grant of central relief.

Gadi informed the media over telephone that he held a threadbare discussion with Rijiju, who has been appointed in-charge of North Eastern region by Union Road, Transport & Highway Minister Nitin Gadkari for his ministry.

Pointing out the trail of devastation and damages caused by flood to various important roads, particularly Itanagar-Banderdewa, Mahadevpur-Boding-Jairampur, Longding-Tisa-Khonsa, Khonsa-Changlang, Pasighat-Pangin, Pasighat-Mariyang-Yingkiong, Gadi informed Rijiju that detailed project reports (DPRs) amounting to Rs 28.81 crore were already submitted to the ministry.

Moreover, the estimate for diversion of the NH 52-A at Karsingsa sinking point has been revised from Rs 7 crore to Rs 12 crore, Gadi said.

After giving a patient hearing, Rijiju assured to meet Gadkari immediately on his return from Mumbai trip along with Gadi for finalisation of the proposals.

Gadi further disclosed that he would seek the support of the union ministers for all road projects of the state, including the ambitious Itanagar-Hollongi four-lane project and also plead for increasing the relief under national calamity fund considering the excessive damages caused to roads, buildings, infrastructures, standing crops etc.

When Gadi stressed the importance of the Balemu to Ruksin road along the foothills of both the states, which is one of the pat projects of Rijiju, the Union minister assured to allocate fund this year for survey and preparation of DPR.

 

 

District level orientation & sensitization training held

ROING, Sept 18: District Rural Development Agency of Lower Dibang Valley District conducted a District Level Orientation & Sensitization Training for Watershed cum Data Centre, Watershed Development Team, Watershed Committee, Self Help Groups and User Groups on Implementation of Integrated Watershed Management Programmes at Roing today.

Deputy Commissioner cum Chief Executive Officer, DRDA Roing Shiv Kumar in his speech has asked the members present and the implementing agencies to implement the IWMP for the betterment of the entire area and to work for common interest of the people. He further asked the implementing agencies to ensure quality of work under the scheme and to bring desirable results in the area.  

Project Director DRDA, Tage Tado informed that the main objectives of the programme is to sensitize the people on IWMP Implementation, to explain the functions of different institutions or functionaries like WCDC, PIA, WDT, WC, SHG & User Groups and also about the different types of works that can be taken up under IWMP in agriculture, engineer, livestock, fishery sectors and  basic requirements like approach road, repairing of school, etc on need based basis.

Resource person, Dr Rakesh Srivastava, Deputy Director, SIRD, Itanagar dealt in detail on various aspects of the IWMP Implementation through power point presentation. Highlighting about the new guiding principle of IWMP, he informed that the Watershed Works should promote livelihoods in a sustainable manner with increased returns to ensure "Quality of Life". It further aims to strengthen the asset base of the poor and hence asset base of the poor are given top priority in the project to develop equity. The project is also gender sensitive and therefore postulate a women centric approach by increasing access to livelihood, avenues such as skill development, credits, livelihood based information with increased representation of women. He further informed that in the revised guidelines, the role of Gram Sabha has become central to promote decentralization and the Gram Sabha has been projected as the nodal body for mandating involvement of community based organizations and hence, all project activities need due endorsement of Gram Sabha. The new revised guidelines has also emphasised on Capacity Building, Technology Inputs, Monitoring, Evaluation & Learning and also on Organizational Restructuring, he added.

Altogether about 70 members from Watershed Committee, Members of Watershed Development Team besides Officers & Officials of Project Implementing Agencies attended the day long orientation cum sensitization training programme. DIPRO

 

 

DoNER secretary calls on governor, CM

CM requests for release of all pending central funds

ITANAGAR, Sept 18: Rajiv Takru, Secretary, Union Ministry of Development of North Eastern Region, called on the Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma at Raj Bhawan here yesterday. Rajiv is on three days tour to this landlocked Himalayan state to have a first-hand glimpse of the problems and also to monitor the progress of DoNER projects.

They discussed on various developmental issues related to the state under DoNER ministry. Shurbir Singh, Secretary to Governor was also present in the meeting.

The Governor urged the DoNER Secretary to give special emphasis to the state owing to its scattered population and vastness. He added that as Arunachal Pradesh is a Frontier State of our country with 1680 km length of International boundary with three different countries, special care should be taken to provide better road connectivity. The Governor also emphasized on providing required impetus from the DoNER ministry in the heath and education sectors.

During the meeting, the Governor discussed in length on the tremendous potential of the state in hydropower sector and stressed on harnessing it.

DoNER secretary Takru also called on Chief Minister Nabam Tuki yesterday morning. In an hour long meeting, the CM requested the Ministry of DoNER to release all pending Central Share to complete the projects implemented in the state funded by DoNER. The Chief Minister impressed upon the visiting secretary to provide funds for the phase -II projects of Secretariat Building and Assembly Buildings on priority. Besides, Tuki implored upon increasing Normal Central Assistance, Special Central Assistance and Special Plan Assistance from the last year's level, taking into account the growing inflation in the market.  

Appreciating CM's concern, the visiting secretary assured all possible help from the ministry. He however, requested the state government to ensure timely submission of the utilization certificates and timely release of state matching share against the projects to which the CM gave a positive nod.

Among others, Chief Secretary Ramesh Negi, Commissioner to CM Thajom Taloh, Planning Secretary Sonam Chombay and State Protocol Officer Dani Sullu were present in the meeting.

 

 

Training prog for tourism service providers conducted

TAWANG, Sept 18: A day long orientation training programme on capacity building and skill development for tourism service providers was conducted on Sept 15 at Tawang by the District Tourism office. The programme was sponsored under the BADP scheme.

Encouraging promotion of the Home stay concept as an added feature to the already thriving tourism industry in the district, Deputy Commissioner Abishek Dev said that provisions for loans under PMEGP scheme have been made available for Home stay and Tourist Information Center projects too for the unemployed youths of the district. Though Tawang has created a niche for itself in the tourism sector in the state, a lot remains, he opined. The potentialities bestowed by Mother Nature needs to be exploited and promoted but without disturbing the natural ambience, he said.

Impressing on the need for safety, security, quality service, authenticity and fair dealings with the tourists, DC Dev said that tourism of a place mainly depends and thrives on the service providers. Hence, the services provided speak volumes and directly relates to the flow of tourists. Therefore, every possible effort should be made not only by the stakeholders but also by all the people of the district, he said.

In the day-long orientation training programme, the Service providers were acquainted on Eco-Tourism, Home stay concept, Safety & security of tourists and service to be provided by the taxi operators, First aid, highlights on Tawang Monastery and tourist interest places of the district by DFO Pradeep Wahule, Kago Kampo of the famed ABASA Home stay Ziro, OC (SB) Kesang Norbu, Dr. Tsering Penjor, Gelong Thupten Shastri of Tawang Monastery and TIO Tenzin Tsamche through power point presentation.

Earlier, DTO Tsering Dekey impressed on the need for healthy competitiveness and acquainting oneself with the details and knowledge of the district in order to provide better and efficient service to the people and tourists visiting the district. Captained by Arunachalee boy, M'Rashtra NCC team grounds Sri Lanka 30-0 in Subrata Cup

ITANAGAR, Sep 18: NCC Directorate Maharashtra team under the captaincy of Sona Effa of Arunachal Pradesh humiliated Sri Lanka 30-0 and entered into Junior Boys (U-14) quarterfinal in the 55th Subroto Cup International Football Tournament at Dr. Ambedkar Stadium, New Delhi today.

Koku Linggi was another member of the Indian team from Arunachal Pradesh.

Both Sona and Kokum are students of Bhosala Military School, Nagpur.

About 31 teams, including teams from neighbouring countries like Bangladesh, Bhutan, Afghanistan and Nepal are participating in the tournament.  

The tournament is being conducted for three age categories--Sub-Junior Boys (U-14) Junior Boys (U-17) and Junior Girls (U-17).

ITANAGAR, Sep 18: Briyani XI (Talo) beat PWD XI 7-1 and entered into quarterfinals of the on-going Veterans Cup Football tournament along with United Yachuli from Group "B".

MLA XI and Pepsi XI played out a 2-2 draw. Both the teams entered in to quarterfinal from Group "C".

Other teams, who entered into quarterfinals are ZPM XI and Super XI Team (from group "A"), and Eastern Yazali Dodo and Panyor FC from group "D".

 

Kipa Menya & Kipa Tai Memorial Badminton C’ship

ITANAGAR, Sep 18: The Kipa Menya and Kipa Tai Memorial Badminton Championship will begin from Sept 21. The tournament is being sponsored by Itanagar Munical Deputy Chief Councillor Kipa Babu and organized in association with the Naharlagun Badminton Club which is affiliated to ASBA. Altogether 40 teams from different clubs of the Naharlagun township are expected to take part in the tournament, according to a release.

 

Hand over the cases to fast track court, says KKSU

ITANAGAR, Sept 18: Condemning the two incidences of West Siang district wherein a 35 year old woman was raped and murdered at Garu and another when students of St Xavier School, Aalo were allegedly molested by its teacher, The Kargu Kardi Students' Union (KKSU) has appealed the DC to refer the cases for fast track court.

Also expressing its shock over the alleged leakage of AAPSCE mains paper II, it demanded for the case to be investigated by a responsible committee  terming it as  very shameful act.

 

Eviction drive at Seppa

SEPPA, Sept 18: The District Administration under the supervision of ADC, Pooja Jain carried out eviction drive within Seppa township on September 16 last.

During the day-long drive, all the unauthorized Gumtis & illegal structures falls within the right of the way were dismantled. While interacting with the meat and vegetable sellers, she asked them to shift & carry out their business activities at designated locations.

ITANAGAR, Sept 18: The Itanagar Permanent Bench of Gauhati High Court will remain closed from September 29 to October 18 next on account of Durga Puja.

ITANAGAR, Sept 18: The Ziro-II Collegians' Co-Ordinate Committee Itanagar (ZCCCI) expressing shock over the burning down of the car of an assistant professor of Dera Natung Govt College on September 14 last has called on the state government to nab the culprit/s involved as soon as possible. It further sought exemplary punishment for the culprits.

 

MLA & DC condole Nyokar's death

PASIGHAT, Sept 18: Last rites of HGB Nyokar Siram was performed at Yagrung village yesterday. Meanwhile, local MLA Kaling Moyong and East Siang Deputy Commissioner Nidhi Srivastava also condoled the demise of HGB Siram. In their condolence messages the duo said Lt. Nyokar served the people tirelessly and his demise is a great loss to the society.

 

AMEUF writes to CS

ITANAGAR, Sept 18: Expressing disappointment over the non-functioning of the office of the HoDs of Mengio circle, The All Mengio Educated Unemployed Forum (AMEUF) has called on the chief secretary to direct the officials to function from Mengio.

In its memorandum submitted to the chief secretary, it claimed that while that all the Head of Department (HoDs) including Extra Assistant Commissioner, Agriculture Development Officer, Child Development Project Officer (CDPO) and all the Officers of Working Engineering Department under Mengio Circle are defunct, the offices are being run from Naharlagun and Itanagar.

Despite of repeated request to these officials to maintain their office regularly at Mengio, they are not paying heed to the public request by giving lame excuses that there is no Telephone, Police Station, Banking facilities at Mengio, the memorandum read.

KHONSA, Sept 18: One day refresher course on claims and objections round for appellant authority, disposing officers, Public Relations Officers, PRI leaders under socio-economic and caste census 2011 programme both for urban and rural areas of Tirap and Longding districts was held at Khonsa. The refresher course was organized by the DRDA, Khonsa in collaboration with the other line departments.

In his inaugural address Tirap Deputy Commissioner Kamlesh Kumar Joshi said that claims and objections are as important as the data collection exercise and asked the officials to fill in the forms correctly. He said that all the schemes would be implemented as per the economic census and asked them to make the lists absolutely error-free. He however lamented that many genuine BPL families were left out in the past depriving them of beneficial schemes and urged the officials not to repeat the lacuna as it will have a far-reaching ramifications in future.

The resource person AK Mishra, Senior Lecturer explained the importance of the economic census in planning all the development programmes in the two districts. The programme was attended by the BDOs and representatives of other line departments. DIPRO

 

VKAJ conducts medical camps in Changlang

ITANAGAR, Sept 18: The second phase of the medical camp was conducted by the mobile medical team of Vivekananda Kendra at Chingsa village and New Khimiyong village on Sept 14 and 15 respectively in Changlang district. At Chingsa village, 56 patients were examined and medicines distributed. While at New Khimiyong village, 65 patients were benefited.  Most of the patients were suffering from viral fever, water borne diseases and various skin ailments.

The team visited the primary schools of Chingsa and Upper Bubang. 31 students were given medicines for worm infections. Multivitamins were provided to some malnourished students. The Doctor advised the students to follow healthy lifestyle and maintain personal hygiene.

Earlier, the mobile team had organized medical camp for the students of Shree Rang Frah Vidya Niketan, Changlang on Sept 6. This was followed by medical camps at Yanman, Upper Bubang, Chingsa, Sohelaktong and Bubang villages of Khimiyong and Kantang circles from Sept 7 to 11. A total of 508 patients were treated by doctors and free medicines were distributed.

 

BJP celebrates Modi's birthday

ITANAGAR, Sept 18: The Bharatiya Janata Party, Arunachal Pradesh celebrated the 64th birthday of the Prime Minister Narendra Modi yesterday at the party Headquarter, Itanagar.

While lauding Prime Minister for taking up ambitious developmental projects in a very short period of time, the State unit extended supports to the PM and his idea for the nation's all around development.

On the auspicious occasion, the Jammu and Kashmir "Aapada Sahayata Kosh Abhiyan" was launched under the aegis of State Bharatiya Janata Mahila Morcha. The Abhiyan was inaugurated by the State BJP president Tai Tagak.

The State BJP also appealed people of the state to extend support to the people of Jammu and Kashmir at this hours of need.

Among others state BJMM president Padmashri Jamoh and general secretaries Kenyir Ringu and Bengia Yayang, state BJP General Secretary Dominic Tadar, former State President Tapen Siga, Yuva and Mahila Morcha cadres were present on the occasion.

 

Social service conducted

ITANAGAR, Sept 18: A mass social service was organized at Govt College, Doimukh yesterday.

All the students and faculty members participated in cleaning up the college campus and its surrounding. Tree plantation along the surrounding of the college campus also marked the occasion.

The social service was conducted under the supervision of assistant professor History and in-charge of college social service activities Dr Tage Habung.

 

Vishwakarma Puja celebrated with enthusiasm

ITANAGAR, Sept 18: Along with rest of the country the Vishwakarma Puja was celebrated across Arunachal Pradesh, particularly in the Capital Complex with much enthusiasm. According to Hindu mythology, Vishvakarma, the Architect of the Gods, is the presiding deity of craftsman, artisans and builders in the Hindu cosmology.

At capital complex, hundreds of devotees made bee line in Puja pandals since morning yesterday to offer puja and seek blessing Lord Vishwakarma.

At Pasighat, state's oldest town, Vishwakarma Puja was celebrated by the government offices, industrial units, garages, service centers and workshops with full enthusiasm and zeal. PHED, RWD, WRD, BSNL, Agriculture and Veterinary departments, shops in market area, garages in 2-Mile and Saw mill areas in the township witnessed large crowds as special decorations and colourful lighting arrangements added to the beauty of the pandals.

At Saw mill area, the Vishwakarma puja was celebrated  with various  cultural programmes. Arati competition and special community feast organized by Puja committee of RWD Division Office at Forest colony made the celebration memorable and joyous.

Reinstall the lost glory

Dear Editor,

Through the columns of your esteemed daily, I would like to raise my voice against the mindless act of the self proclaimed Talent Hunter – Arunachal Pradesh Public Service Commission. Watching hundreds of angry aspirants shouting slogans against the Commission while marching towards Raj Bhawan on 16th September made my heart bleed for them.

I could understand the sacrifices and pains they have endured to write this exam, betrayed by gross negligence/corruptions- nexus in the Commission.

It could perhaps be just the tip of the iceberg of corruptions going on in the Commission’s office. I hope the people first government would take to task all those who were responsible for loss of trust in the commission and at same time  will take required steps  to reinstall the lost glory of controversy ridden Commission. Indeed, harsh action is needed to be taken to regain the prestige and the trust on the commission.

Further, going through the routine of this controversial main exam, it is observed that aspirants having subject combinations like Botany- Agriculture, Law-Public Administration , Agriculture- Public Administration , Mechanical Engineering – Public Administration , Education- Public Administration were supposed to finish their exam in just four days of continuous exam from 13th  to 16th  September.

Even exams in Lower Primary level these days, have gaps in their exam routine or atleast one paper in a day while APCS aspirants with the above combination were  to deal with 8 papers @ two papers in a day in just 4 days. Its’ hard to understand the rationality behind this exam routine.

The million dollar question however now is how will the Arunachal Pradesh Public Commission salvage its lost pride and regain the public trust?  will they wash their dirty linen in the name of their own inquiry commission whose report may be in the form of a face saving measure rather than an impartial inquiry? Anyway, let’s hope that the inquiry Commission would be brave enough to call a spade a spade and not hide the weaknesses of the Commission. Hope APPSC would try their best not to let an iota of doubt creep into the mind of the aspirants and the public at large about the way APPSC main exam 2014 was/ will be conducted.

No more faith in APPSC

Dear Editor,

The never ending, most controversial and the lengthiest ever civil services examination in the history of Arunachal Pradesh is moving towards an undefined destination which has shattered the dreams of hundreds of aspirants.

When we had lost our faith in the entire machinery of the state government, the APPSC was the only hope for us. But we have lost our faith in the commission too due to its repeated controversies and mistakes committed time and again in the recent past, the most recent being the alleged leakage of general studies paper II of the mains of APPSCCE 2014.

Since the commission has completely lost its dignity and prestige, the commission members have no right to continue and they should resign from their respective posts on moral ground.  They have no right to spoil the life of hundreds of aspirants who toiled day and night to achieve their dreams; they have no right to let the poor parents spend their hard earned money this way.

We have lost our precious time for this coveted examination leaving aside every other things of the life. Many aspirants have left their jobs, a many more have left their further studies, and many employees have utilized all their leave facilities for this examination. We have suffered enough just because of the mere negligence and inefficiency of the commission, the best example being the ongoing examination.

The extension of the exam date has become a daily routine for the commission, without bothering about the precious time of the candidates. This controversial examination was notified in February 2013 and the prelims was scheduled to be held in the month of April-May 2013, but it was re-scheduled and held in September thereby extending the time period for four months. Then the episode of rejected candidates versus the commission started leading to the door of Guwahati high court extending the time period upto 8 more months. And the whole episode happened just because of the silly mistakes committed by the commission.

However, the commission didn’t seem to be satisfied with all its past mistakes and its final manifestation is the alleged leakage of general studies paper-II. The commission’s claim of alleged leakage as unintentional is also illogical. Whether it was intentional or unintentional, we don't have any more faith in the commission. Their inefficiency and laziness is clearly reflected by copy pasting of the question paper of general studies prepared for 2011 mains examination. The members are supposed to be the most literate, experience and dignified personalities in the entire state. How can such persons commit the same mistakes again and again? If they are not capable enough to handle the management of the commission, they have no right to be the members of the commission.

We appeal the state government and civil society to stand with the aggrieved candidates so that the future of our state is safe and secured from the hand of corrupted people. If the society remains silent at this movement, the future of our young generations will go into unsafe hands. The government should immediately constitute an independent and high level enquiry committee to investigate and find out the truth. Till the outcome of the report, all the responsible members and officials involved in this case should be immediately suspended.

APPSCCE: a tragic scenario for the aspirant

Dear Editor,

I am one of the candidates sitting for the current APPSC examination. Like others, I have dedicated my whole time, money and energy to get through this examination. But the recent allegation of paper leakage by the APPSC has created havoc among the aspirant candidates and the younger generation of the state.

APPSC is the one sole body responsible for conducting many important examinations in the state but the office seem to be irresponsible in their duty which has compelled the candidates to boycott and fight against the prestigious institution. While taking part in the recent boycott held on 16th September 2014, I have seen many of my fellow mates getting upset and disheartened by the whole exercise. This kind of circumstances has created traumatic agony in one’s mind which completely kills the zeal and confidence in an individual.

The APPCS question paper leakage is a very serious issue and this should not be overlooked by the government of the state. How can a paper be so easily accessible to some candidates? Obviously there is a foul play within the Commission.

Being an educated citizen, I had full trust in democracy and had immense faith in the APPSC, but the recent allegation of paper leakage has proven me wrong!

I have a big dream to get through the exam and serve the society with my utmost dedication and sincerity. But now I have become insecure and my confidence level has gone down drastically.

I strongly condemn the irresponsibility of the APPSC regarding the recent issue and have firm belief that if the concerned authorities are unable to take proper responsibility of the prestigious institution, they should willingly resign from their respective post.

The youths of the state today demand change, a change for better Arunachal.

I wonder how long it will take to regain the lost trust on APPCS.

It’s not  time to fight

Dear Editor,

It has already been known to everyone that the General Studies-II was circulating for many months. It is clear from here that how inefficient and careless the APPSC is. But still at this moment I would like to suggest APPSC that re-conduction of whole examination doesn’t sound genuine for many candidates. The main problem lies only with GS paper-II, which has to be tackled and dealt with. Some candidates have already appeared Six Papers by sacrificing their whole time and energy, and now only one more subject is left for them. All those hard work and energy will become totally meaningless and valueless if they have to appear again from the beginning.

Hence, it sound more logical if either APPSC re-conduct only the General Paper-II or the marks of the same paper should not be counted.

It appears that some candidate are strongly supporting the re-conduction of whole exam just because they didn’t do well in the recently conducted exam and looking for a second chance. Otherwise there is no point of dragging the whole subjects just because of only one paper i.e GS paper-II. All subjects went smoothly without any complaint except the GS paper-II.

However, the staffs or officers who were responsible for leakage should be punished as per the law, because they are the one who are giving bad name to the whole Department.

Exam should resume as early as possible because it is already a one year delayed exam. It’s not a time to fight, it’s a time to find out a justifiable and genuine solution for everyone.

For a select few

Dear Editor,

The recent news of question paper leakage of APPSCE mains has put a question on every students and parents mind. Is this state only meant for rich and corrupt people? We are very well aware that in every department there is corruption during recruitment.

One last door was the APPSC but now even it seems like it is for select few. All board members should resign on moral grounds.

Standoff continues

Tension persisted in Chumar area in northeast Ladakh where Chinese troops were reported to have stepped up their presence in the early hours of Thursday, camping at three places in Indian Territory and refusing to vacate the area. Official sources said helicopters regularly air dropped food packets for the Chinese People's Liberation Army (PLA) personnel numbering around 600 at the three areas in Chumar, 300 km east of Leh.

This incident is happening at a time when President Xi Jinping is on the official visit to India. Since his arrival, president Xi and PM Modi is engaged in wide range of discussion. The incursion incident is spoiling what could have been a successful visit by the Chinese president. It is believed that in the last two days, twice PM Modi raised the incursion issue with the visiting Chinese president. However situation is only turning grim at Chumar sector. If the situation remains same in coming days, it has potential to escalate with both sides reported to be mobilizing the force. The Chinese leadership should instill some sense to the Peoples Liberation Army before it’s too late. The two nuclear armed neighbour cannot afford to remain in such hostile atmosphere.
